Phil Hope joins Mayor to declare Willow Place open

L-R: Cllr. Jean Addison, The Mayor of Corby, Phil
Hope MP and Mark Rymell Land Securities Development Manager
Phil joined the Mayor of Corby, Jean Addison to officially open Corby's
stunning new £35 million shopping centre.
The event was attended by representatives from developer Land Securities
and its contractors, Corby Borough Council members and officers, local
media and other stakeholders involved in the scheme. Councillor Addison
cut a ribbon and released hundreds of balloons in the scheme’s hallmark
lime green and black branding before unveiling a plaque to mark the opening.
The new £35 million shopping centre is set to have a strong fashion
line-up with names such as TK Maxx, River Island, Clarks, MKOne, Dorothy
Perkins, Burton and Evans. Other stores taking space at Willow Place include
WH Smith, The Body Shop, Superdrug, Game, 3 Store, JD Sports and Vision
Express. Most of the new stores will commence trading during October and
in the run-up to Christmas.
Phil Hope MP said:
"Seeing is believing. People used to say to me Corby would never
change and that they would believe it when they could see it. Well here
it is. I want to thank land securities for the confidence they have shown
in Corby and for their investment in the town as part of the partnership
that is taking Corby into the 21st century.
"This is a landmark for the renewed confidence of Corby people that
their town is undergoing the most dramatic transformation for the last
50 years. It is a landmark in the story of growing confidence, optimism
and aspiration among Corby people; and a landmark of external confidence
as the government, employers, home builders, leisure providers and retailers
are making massive investments in our town.
"Ten years ago there were no plans for Corby's future. So with government
backing we created the first ever regeneration company, Catalyst Corby,
dedicated to transforming a whole community. I was a founder member of
that board along with Corby council, private sector companies and voluntary
organisations. Ten years on we have a thriving local economy, new jobs,
a growing population, new schools, new homes, new community facilities
and a new town centre. "
Corby Town's Mayor, Cllr. Jean Addison said:
"Congratulations must go to Land Securities, and their contractors
HBG. We are a sceptical lot here in Corby, especially where the town centre
is concerned, but it has been wonderful to watch these buildings rise
from the ground so quickly, and I think we can all agree that Willow Place
looks fabulous.
"We all know the people of Corby have been waiting a long time for
this, and now it is a reality, and there is a real buzz about the town
centre. Of course the really exciting thing is that this is just the first
phase - there is so much more to come."
Land Securities Development Manager Mark Rymell said:
"Willow Place has enabled us to deliver a high quality scheme more
appropriate to modern retailing and customer demands. We now have the
makings of a broad fashion offer that will appeal to all generations and
strong foundations for further phases of regeneration in Corby town centre."

4,248 children get child trust fund vouchers in Corby and East Northants

The second annual Child Trust Fund (CTF) statistical report shows that
4, 248 children in Corby and East Northants have received £250 to
start saving for their future.
The report shows that three quarters of parents have already set up their
child’s account and a quarter of children have had additional money
saved into their accounts. In Corby and East Northants, 75.9% of parents
and guardians are already topping up their children’s savings.
The CTF was introduced by the Government for all children born in the
UK on or after 1 September 2002, with a £250 voucher from the Government
to start off each child's account, and a further £250 paid into
the account at age 7. Children from lower-income households receive an
extra £250 top-up at birth and at age 7.
The latest figures show that for vouchers issued to 15 September 2007,
a total of 3.02 million accounts were opened: 2.36 million by the parents
themselves and the remainder opened by HMRC on behalf of eligible children.
HMRC are targeting marketing at areas that have shown low take-up and
are furthering their work with voluntary and community organisations to
reach parents who are less financially confident.
Phil Hope MP said:
"The Government is helping children save for their future through
the Child Trust Fund - £250 for children at birth, and an additional
£250 at age 7."
"Already 1,024 parents in Corby and East Northants are topping up
the government investment. Every contribution helps build real savings
for children to invest in their aspirations when they reach 18 and I hope
that all parents, grandparents, friends and family will contribute if
they possibly can."

Phil Hope MP Backs Local Communities to Save Energy

Phil Hope urged local communities in the area to play their part in supporting
the Energy Saving Trust's Energy Saving Week. Phil has urged local constituents
to visit the Energy Saving
Trust’s website to find out what simple steps they could take
to save energy in the home, cutting energy bills and protecting the environment
at the same time.
Phil Hope MP said:
"I applaud the Energy Saving Trust for organising Energy Saving Week,
to highlight the impact that wasting energy can have on the energy bills
of hard working local people and on the environment.
"Corby and East Northamptonshire is made up of many communities,
whether it is our local sports clubs, the online community or particular
areas. I think that the work of the Energy Saving Trust, in partnership
with organisations such as the Women's Institute, the Royal Mail and local
faith groups, in encouraging their particular communities to work to improve
energy efficiency, is a great way of bringing local people together to
play their part in this important effort.
"As the representative of all the communities of Corby and East Northamptonshire
in the House of Commons, I will also be making sure I do my bit by taking
simple steps like switching appliances off at the socket rather than leaving
them on stand by, and using low energy light bulbs to improve energy efficiency
in my home.
"In Energy Saving Week, I am now urging all of my constituents and
local communities to see what they can do to save energy. To find out
about some simple and cheap ideas, you can contact the Energy Saving Trust
on 0800 512 012 or visit www.energysavingtrust.org.uk"

Julie Brookfield
Phil Hope welcomed news that crime is falling in Corby and East Northamptonshire.
Phil Hope MP said:
"I am pleased to say that hardworking police in Corby and East Northamptonshire

in Northamptonshire North, with burglary down 26.8%. There has also been
a reduction in theft from motor vehicles of 25.7%.
"We are seeing real progress in tackling crime and anti-behaviour
in Corby and people's perception of crime locally has also improved. This

Phil Hope opens new government funded sixth form block

L-R- Phil Hope MP, Tom Waterworth Head teacher and
Ann Conway Business Manager
Phil was delighted to officially open Lodge Park School's sixth form
block on Friday 19th October.
The new sixth form block has three classrooms, a large ICT and Media Room,
a private study room and a large multi-purpose room equipped with a further
twenty five computers. The new accommodation will also offer a private
study facility for Sixth Form students. This latest addition to the Lodge
Park campus will provide specialist Sixth Form accommodation for the first
time in Lodge Park's history.
The College has seen a steady rise in Sixth Form numbers in recent years.
Following a sustainable rise in GCSE results since 2003, the Sixth Form
is now its largest with some 205 students in years 12 and 13. This consistent
growth has also been due in part to the additional courses offered to
students in the Sixth Form. Recent additions to the curriculum include
Applied Science, Media and Music Technology, Travel and Tourism, and latterly
Logistics and Retail. The new facility, which will be open for private
supervised study until the early evening, has its own area for hospitality
and meetings with stakeholders, sponsors and supporters.
Headteacher Tom Waterworth said: "We are delighted with this new
facility. The growth of Lodge Park Technology College over the last few
years – not just in the Sixth Form but in the College as a whole
– has meant that there has been increasing pressure on our resources.
We have worked extremely hard to secure the funding for this excellent
addition to our accommodation, and it is a facility which our students
fully deserve. As a specialist Technology College, this new learning accommodation
with its extensive provision for computers, will provide Sixth Form students
with their own bespoke facility and will allow them to study until 6.00
pm every evening. It will be a tremendous attraction to young people aged
16-18. There are many stakeholders who have made this dream a reality,
and we thank all those who have supported this project. In particular,
we would like to thank Gotch, Saunders and Surridge, Northamptonshire
County Council, the Weston Foundation, Fast Floor Multimedia plc and not
least MP Phil Hope for bringing this venture to fruition.”
Phil Hope MP said: "I am honoured to be given the privilege of formally
opening the new 6th form accommodation at Lodge Park Technology College.
These fantastic new facilities will help students to be the best they
can be. I want every child in Corby to have high aspirations and to achieve
their full potential. This extra government investment is one more addition
to the new Corby that we are creating. My congratulations go to all the
staff and governors of the school and the agencies who have made this
happen."
Project Executive and Business Manager at Lodge Park, Anne Conway, was
equally pleased with the new building: "This project is a fantastic
addition to our facilities at Lodge Park. Since planning started some
four years ago, Sixth Form numbers have continued to rise steadily, so
the new accommodation is very welcome. Also, we feel that it is appropriate
that Sixth Form students are able to use the Centre for study after school
and that this is entirely in keeping with our role as an Extended School."

Phil joins balloon race for charity

Phil Hope joined forces with the Corby Lions group to mark the importance
of World Sight Day by launching a balloon race to help raise money for
SightFirst,
a worldwide sight charity.
SightFirst was launched by Lions in 1989 to battle preventable blindness.
Through SightFirst, Lions have prevented blindness by supporting cataract
surgeries, helping to build or expand eye hospitals and clinics, distributing
sight-saving medication and training eye care professionals.
SightFirst is Lions’ most ambitious and most successful initiative
ever. Thanks to SightFirst, Lions have restored sight to 7.3 million people
through cataract surgeries, prevented serious vision loss for 20 million
people and improved eye care services for hundreds of millions.
Phil Hope MP said:
"I was delighted to join Corby Lions to launch the balloon race to
help raise money for SightFirst. Blind and low-vision people in developing
countries are amongst the poorest and most disadvantaged in the world
and through Lions fundraising events money can be raised for simple cataract
surgery to restore someone's sight."

Phil welcomes Raunds Manor school council

Phil went back to school to help set up a school council for students
at Raunds Manor School, Mountbatten Way, Raunds.
School Councils are democratically elected groups of students who represent
their peers and make a positive contribution to the school environment
and ethos. They enable students to have a voice and understand that their
opinions count.
At the school, each year group had elected students from their year to
be put forward for the school council and Phil led the students into discussion
about what issues they would like their school council to focus on, what
their aims would be and their ethos.
Phil said:
"I was delighted to help Raunds Manor set up their school council.
Raunds school council will help the students gain real life skills such
as speaking and listening skills, teamwork, problem-solving and help improve
students self esteem and self confidence."

Phil discusses solutions to anti-social behaviour

Phil Hope recently met with a Corby youth group to discuss the problems
of anti-social behaviour and hear their views on how the authorities should
tackle it.
The youth group called Groundwork Y.P.F.N. which stands for Young People
Friendly Neighbourhood, conduct community audits to try and make communities
better for young people whilst fostering community cohesion.
One issue the group discussed were the implications of local shops introducing
'The Mosquito', a device which emits an unpleasant ultrasonic high-pitched
tone that can generally only be heard by people under 25, as a deterrent
for young people who meet outside their premises.
Phil Hope MP said:
"It was great to meet the young people from Groundwork Y.P.F.N youth
group and listen to their views about anti-social behaviour. It is important
that we listen to the views of young people and work together to find
solutions."

Phil Hope supports education and learning investment
Phil has welcomed news of continued and improved government investment
in education that will benefit students and adult learners in Corby and
East Northants.
The government initiative ensures that nobody in Corby and East Northants
should be deterred from going to university because of money worries and
also provides extra help to assist adults back into learning.
For the first time, all young people will have the right to stay on in
education or training after the age of 16. Young people, in Corby and
East Northants, eligible for the Education Maintenance Allowance will
now be eligible for The Higher Education Study Support Guarantee, a clear
guarantee of financial assistance they will receive if they go to university
or college.
Government changes will also see an increase in the number of students
entitled to full maintenance grants worth £2,700 per year whilst
at university. Students whose parental income totals up to £25,000
will be eligible to the full grant whilst those up to £60,000 are
in line for a partial grant.
The adult learning grant helps working adults in Corby and East Northants
with low skills to help them get on in work and life. This will provide
eligible adults with up to £30 a week to be spent on books, stationery
or help with childcare costs.
Phil Hope MP said:
“I am delighted that the government has put these provisions in
place for students wishing to enter higher education and these proposals
will especially benefit students from low income backgrounds. I believe
that every young person should have the chance to achieve a place at university
or have access to ‘on the job’ training.
"I welcome the introduction of the Adult Learning Grant which will
benefit adult learners and their families in Corby and East Northants.
This grant will give adult learners access to education so that they can
gain essential skills for work and life.

Phil listens to views of local third sector

Phil Hope welcomed the views of the local voluntary sector when he held
two voluntary sector conferences on Friday 5th October.
Phil held one conference for the Corby Voluntary Sector and one for the
East Northamptonshire Voluntary Sector. Phil invited charities, voluntary
groups and strategic bodies that serve his constituency to the conferences,
where he gave an overview of Government Policy and Strategy for the third
sector. The attendees were then split into groups and took part in tasks
aimed at providing constructive feedback about their concerns or views.
Phil Hope was appointed as Minister for the Third Sector in July and had
a wealth of third sector experience including previous positions in the
National Youth Bureau and as a youth policy adviser to NCVO before entering
Parliament. He has also previously chaired the all party parliamentary
group for the voluntary sector.
Phil Hope said:
"These third sector conferences were a real success and well attended
by local 3rd sector organisations in both Corby and East Northamptonshire.
I was delighted that representatives from strategic bodies including the
PCT and Northamptonshire County Council also attended, as well as Cllr.
Mark Pengelly, Deputy Leader of Corby Borough Council and Chris Mallender,
Chief Executive of Corby Borough Council. The strategic organisations
were able to listen to the general problems encountered by the local 3rd
sector and help them to find solutions in the group tasks.
"It was an opportunity for the voluntary sector serving Corby and
East Northamptonshire to hear about Government policy and strategy as
well as the opportunity to constructively feedback their views and opinions.
"The third sector plays a critical role in building economic success,
encouraging social justice and developing stronger communities."

Phil Hope backs campaign to report misuse of fireworks

Phil has backed the Evening Telegraph's campaign and called upon his constituents
to report the misuse of fireworks to Northamptonshire Police and urged
Northamptonshire Police and PCSOs to make full use of their powers in
the run up to Bonfire Night.
Phil Hope MP said:
"Fireworks are safe if people use them properly. The Fireworks Regulations
were passed in 2004 specifically to address the problems with deliberate
misuse. The legislation controls how fireworks are imported, sold and
used and places restrictions on possession. The guidelines are in place
to ensure that people can have a good time without getting hurt.
"The Fireworks Regulations are also designed to help the Police combat
problems surrounding fireworks. The legislation means that Northamptonshire
Police Officers have the power to issue Fixed Penalty Notices for Disorder,
which carries an £80 on-the-spot-penalty, to anyone over the age
of 16 years for the following offences:
- Letting fireworks off between 11pm and 7am, except on Bonfire Night (when you can set them off until midnight), Diwali, New Year, and Chinese New Year (1am)
- Throwing or setting off fireworks in a street or public place and it is also illegal for anyone under 18 to possess fireworks in public
- Possession of an adult firework (not a sparkler or party popper) by an under-18 in a public place
- Possession by a member of the public of a firework intended for professional display
"I back the Evening Telegraph's campaign to report misuse of fireworks to the police and I urge Northamptonshire Police to apply the new legislation to prevent abuse and to ensure that my constituents in Corby and East Northamptonshire can have safe and fun Bonfire celebrations."

28th September who was visiting Corby to see how Northamptonshire Police
deals with local issues.
Northamptonshire Police rolled out Safer Community Teams in the County

Phil helps Tickled Pink campaign

Phil Hope visited the ASDA store in Corby to help staff fundraise for
Tickled Pink, the Breast Cancer Care charity and chose the winner of a
washing machine that ASDA raffled for the fundraising.
ASDA donated a washing machine to help with the fundraising and sold raffle
tickets to staff and customers and Phil Hope MP chose the lucky winner
in the draw.
ASDA's Tickled Pink campaign is running for an 11th year and they have
managed to raise nearly £16 million with funds shared between Breast

Phil Hope tackles tinnitus with help from RNID

Phil Hope has pledged to help an estimated 10,000 constituents to tackle
tinnitus – the medical term for noises inside the ears or head –
after experiencing it firsthand at the Labour Party Conference this week.
Phil Hope donned special ‘tinnitus headphones’ in workplace
and home environments at the RNID and Unum conference stand in Bournemouth
to find out for himself how distracting tinnitus can be.
RNID research reveals that 15 per cent of people have experienced tinnitus,
but 70 per cent of GPs surveyed by the charity have never had any training
on the condition.
RNID, which represents the UK’s 9 million deaf and hard of hearing
people, has joined forces with Unum, the UK’s leading disability
insurer, to call on GPs to improve the advice and support they give patients
with tinnitus and to support people with tinnitus in their efforts to
lead a full life, including at work.
Phil Hope MP said:
"I was shocked to put on the tinnitus headphones and find out just
how difficult it can be to relax at home or concentrate on working with
constant buzzing or ringing in your ears.
"RNID’s dedicated new tinnitus website and helpline are doing
a great job to support people with this condition and help them get on
with their lives. But we need to do more to improve GPs’ understanding
of this condition - I’ll be speaking to my local Primary Care Trust
to make sure the estimated 10,000 tinnitus sufferers in Corby and East
Northants are getting the medical support they need."
Brian Lamb, Acting Chief Executive of RNID, said:
"Tinnitus can be a debilitating condition for many people, leaving
them feeling isolated and stressed – particularly if they can’t
access the medical advice they need to help manage it.
"Unfortunately there is no cure – however, it can be managed
with simple techniques and equipment. We’re delighted that Phil
Hope has pledged to help tinnitus sufferers get the best care and advice
to manage their condition. And if you have tinnitus, you’re not
alone – RNID’s
new website and dedicated tinnitus helpline (0808 808 6666) provide
expert information and tips to help you 'tune out tinnitus' and live your
life to the full."
Joanne Hindle, Corporate Services Director at Unum, said:
"We’re delighted to join forces with RNID and Phil Hope to
increase understanding and treatment of tinnitus. We are particularly
pleased to help highlight a condition which can have debilitating effects
both at work and home, but which can be managed with proper understanding.
We would extend the campaign to employers who also need to understand
what changes they might make that could support employees with this condition.
"By working with local health services and GPs, together we can deliver
the best care for people whose lives are blighted by this condition."

Phil Hope MP backs park regeneration consultation
Phil Hope calls upon local residents to submit their old photos and
memories of Coronation Park to assist Corby Borough Council, Groundwork
North Northants and the Friends of Coronation Park in its redevelopment.
Coronation Park has been an important feature for Corby for many years
and people's memories and photos will help to ensure that the £77
000 makeover of the park restores its former glory and re-establishes
it as one of Corby's greatest assets.
Photos and memories should be brought to the Corby Voluntary and Community
Services (CVCS) building on Elizabeth Street and once collected, an event
is to be held from 6.30PM to 8.30PM on Thursday 11th October at the CVCS
building which everyone is welcome to attend to share memories, and discuss
the future of Coronation Park. Questionnaires on the park's future are
also available from Corby Borough Council's One Stop Shop and the CVCS
building.
Phil Hope MP said: "Coronation Park has been a valuable space for
Corby residents for many years. I welcome the investment in its regeneration
and call upon all Corby residents to take the opportunity to get directly
involved in deciding the direction of the park's makeover."

Phil
Hope welcomed Harriet Harman MP, Deputy Leader of the Labour Party to
Corby on Wednesday 12th September.
Phil brought Harriet on a mini tour of Studfall shops to meet residents
and shop owners and listen to their views about the exciting future for
Corby.
Harriet's visit was part of a national tour – which has already
taken in Harlow, Hemel Hempstead, Ramsgate and Rainham – which aims
to give the minister an idea of what the local issues of importance are.
Harriet Harman said:
"I'm just going out and about in the different towns and cities to
see what people have got to say.
"So it's part of the series of visits. But I wanted to come to Corby
because it's very different to Peckham in my constituency. Housing has
been raised as an issue.
"There's the new train station and shopping centre. Things in Corby
seem to be on the up."
Phil Hope said:
“I am delighted that Harriet Harman visited Corby and I was able
to show her the progress being made due to government investment.
"These are exciting times for Corby, especially with the Rail service
due to open in 2008. We are building a better, brighter Corby."

MP celebrates rural social enterprise

Nurturing Rural Growth
Phil Hope celebrated the opening of a special village shop in Titchmarsh
with villagers and famous gardener Alan Titchmarsh.
Titchmarsh Village Shop Project is a community-owned shop and one of the
first of its kind in the area. It will also be the first store in the
village for 10 years.
The management committee, Parish Council and villagers initiated the project
in March 2006. Over £50,000 has been raised through fundraising
activities, villagers buying shares in the shop, and securing funding
from organisations such co-operative and community finance and East Midlands
Development Agency.
Phil Hope MP said:
"I am delighted that Titchmarsh village now have their own community
shop, run by volunteers to serve the community. This is an innovative
social enterprise that will enable the village to remain sustainable.
"As Minister for the Third Sector and as MP for Corby I believe that
volunteers and voluntary organisations play an essential part in helping
to create strong and healthy communities."
Jane Teague, Chair of the Management committee said:
"We have been heartened by reports of successful community hops operating
across the UK and feel that if other villages can make this concept work,
then so can Titchmarsh-we have a wonderful community spirit in our village."

'Steel in Memories' project

Phil Hope contributed to an art and youth project at the Connaughty Centre,
Cottingham Road, Corby on Friday 14th September by talking about his memories
of Corby and reminiscing about his youth.
The 'Steel in Memories' project organised by Youth Works involves young
people aged thirteen to twenty five researching teen culture in Corby
throughout the last 8 decades. The aim of the project is to research the
history of youth culture in Corby in relation to the tradition and culture
of the town.
As part of the project, the young people have been interviewing civic
leaders as well as notable members in the community. With the help and
direction of Corby Community Arts, the young people will then create a
book of photographs and findings as well as create 8 mosaics depicting
each decade researched. A timeline of the project will then be presented
through a photographic exhibition.
Phil Hope MP said:
"I was delighted to contribute to such an interesting and engaging
project. The young people were very keen to learn about my youth and my
first experiences of Corby.
"As we enter an exciting period of regeneration in Corby, it is important
that we not only focus on the physical aspects of regeneration but also
the social aspects, and the arts and youth work continue to bridge this
gap. Corby's past and heritage has to be remembered as we look forward
to the future."
Carol Copeland, Youth Worker said:
"The young people involved with the 'Steel in Memories' project are
gaining so much from this experience. Not only have they had the opportunity
to speak to notable community figures and interview them about their memories
of Corby, but they have also improved their communication skills and team
work skills."

Phil Hope celebrates Corby's first Scrabble club

Phil celebrated the creation of Corby's first Scrabble club with club's
founder Carmen Toscano.
Carmen moved to Corby last year after retiring from work and wanted to
keep her mind active. As there is no existing Scrabble club in Corby,
Carmen looked into setting up her own club.
Phil advised Carmen of the different funding avenues that may provide
funding for her club. Through funding secured from Age Concern, Carmen
has enough money for ten Scrabble boards and is able to officially launch
the club on Wednesday 26th September when the first Scrabble session will
be held 2-5pm at the Danesholme Community Centre, Motala Close, Corby.

Councillor's community fund and other community funding avenues to ensure
and sustain the club's success.
Phil Hope MP said:
"I was delighted to celebrate the creation of Corby's first Scrabble
club with founder Carmen Toscano. The club will give local people the
opportunity to socialise whilst learning a new skill. It is important

Phil launches new skills project
L-R: Jacquie Impey, Gary Spring and David Shirley, Julia Baulch, Phil Hope MP, Barry Graves and Jackie Gooch
Phil Hope joined staff and volunteers of SERVE at their office in Raunds
on Friday 7th September to launch a new project that will help older people
and people with disabilities, living in Corby and East Northants, to return
to work.
SERVE is a registered charity and since 1981 has been committed to assessing
and addressing need and care in the community. The new project called
the 'self direction project' will enable SERVE to deliver courses for
older people and people with disabilities to teach them new skills so
that they can return back to work. The courses will cover areas such as
computing skills, interview techniques and confidence building exercises.
SERVE is able to deliver these courses after successfully securing £15,000
funding from Barclays bank. This takes Barclays financial contribution
to SERVE to £30,000 in the last two years. Barclays employees will
also input their skills and knowledge by giving advice to the new students
about filling out application forms and interview techniques.
Phil Hope MP said:
"I was delighted to officially launch the self-direction project
which will benefit my constituents in Corby and East Northamptonshire.
SERVE already provide fantastic services for older people living in East
Northants, particularly the Valentine day centre in Raunds which I opened

people and people with disabilities who want to return to work. This project
has been made possible by Barclays bank who has invested £15,000
funding and in doing so have invested in the community."
Bob Burke, one of the managers of the self-direction project said:
"We have identified a really strong need for people in their fifties
who require assistance to get back into various kinds of work, including,
paid and voluntary work, developing their abilities to earn an income.
This funding from Barclays is the missing link and we are extremely grateful."
