Family
Aged 52 (19/4/1955) and married to Allison Hope (52), Director of Faculty for Business, Humanities, Care and Professional at Tresham Institute, Kettering, Two children, Nicholas who is completing a Masters degree in politics and Anna who has just completed her second year of a degree in politics and economics.

Education
Wandsworth comprehensive school; St. Luke's College, Exeter University

Qualifications
B.Ed (Hons) first class and teaching certificate. A level Mathematics, Biology and Geography.

Previous Employment
Secondary school teacher, Kettering School for Boys; Youth Policy Adviser, National Council for Voluntary Organisations; Head of Young Volunteer Resources Unit, National Youth Bureau. Member of Framework' 1985 - 1997, a group of independent management and community work consultants working with charities and public sector organisations with a value base of equality, empowerment and ethical practice. Director of the 'Framework in Print' publishing co-operative.

Interests/Hobbies
Phil is a member of the Midland Co-operative Society, and the Wine Society Co-operative. When he has time he enjoys tennis, juggling, computing and gardening.

2005 re-elected MP for Corby and East Northants

2001 re-elected MP for Corby and East Northants.

1997 elected MP for Corby and East Northants.

1992 Labour and Co-operative parliamentary candidate for the Kettering constituency.

Labour Party

Joined in 1978 since when has held a wide range of local Constituency Party offices including chair, vice-chair, secretary, political education officer, press officer, election campaign organiser, branch secretary, delegate to national party conference. Former national adviser on youth policy to the Labour Party.

Co-operative Party

Joined in 1982, regular delegate to Co-operative Party national conference, and Co-operative party candidate in various local and parliamentary elections.

Trade Union

Former member of the National Union of Teachers. Joined in 1979 and currently a member of UNITE trade union.

Former governor of Park Junior School and Montagu Secondary School, Kettering.

Parliamentary Committees and Positions
  • Appointed as Minister for the Third Sector in the Cabinet Office (June 2007).
  • Former Skills Minister in the Department for Education and Skills (from May 2005 to June 2007) with responsibility for promoting adult skills, apprenticeships and community learning
  • Former Parliamentary Under-Secretary of State in the Office of the Deputy Prime Minister, with responsibilities including local government, English regions, fire and fire safety, and building regulations. Phil was also responsible for green issues and e-delivery issues for the ODPM.
